Federal Mobile House Construction and Safety Standards

The Department of Housing and Urban Development has proposed mobile home construction and safety standards pursuant to section 604 of the National Mobile Home Construction and Safety Standards Act of 1974.  These standards constitute a detailed code regulating the construction of mobile homes.  The Act requires that the standards be promulgated by August 22, 1975, to take effect between 180 days and one year following their issuance.  COWPS has received an inflation impact statement containing an analysis of the economic effects of the new standard. The purpose of the new standard is to reduce personal injury and property damage and to generally upgrade the quality of mobile homes.  In addition, requirements are proposed to reduce energy consumption.  Since the energy conservation requirements do not contribute to satisfying the remaining portion of the standard, they can be analyzed separately.
