Reply Comments of COWPS Before the Federal Power Commission: Fuel Adjustment Provisions in FPC Rate Schedules

The Council on Wage and Price Stability staff has submitted the attached additional comments to the Federal Power Commission regarding proposed rules on the regulation of fuel adjustment provisions in FPC rate schedules and the collection of data from electric utilities. These comments supplement those filed on September 3, 1975 (COWPS-77) and address three specific issues: 1. The ability of utilities to raise capital funds as a result of potential impact of proposed regulations. 2. The advisability of making all the data to be collected available.for public inspection. 3. The advisability of reviewing state regulatory experience prior to adoption of final rules.
