Comments of the Council on Wage and Price Stability in Response to Notice of Proposed Rulemaking: Noise Abatement Regulation Submitted by EPA to FAA

The Council on Wage and Price Stability (” the Council”) hereby submits its comments on the proposal that the Environmental Protection Administration (EPA) submitted to the Federal Aviation Administration (FAA) to bring about a reduction in the noise environment surrounding airports through changes in landing operating procedures (40 FR 44256, September 25, 1975). The Federal Aviation Act of 1958 as amended by the Noise Control Act of 1972l provides that EPA shall submit to the FAA proposed regulations to provide such control and abatement of aircraft noise as EPA determines necessary to protect the public health and welfare. The EPA proposal consists of three proposed regulations:

  1. Reduced flap setting noise abatement approach for turbojet engines
  2. Visual two-segment noise abatement approach for turbojet engine-powered airplanes
  3. Two-segment ILS noise abatement approach for turbojet engine-powered airplanes.
