The Council on Wage and Price Stability (the “Council”) hereby submits its comments on the Petition of the American Footwear Industries Association and other parties for import relief under Title II of the the Trade Act of 1974, 19 U.S.C. Section 2101 et seq.  The specified relief requested by the Petition is the imposition of quantitative restrictions of non-rubber footwear– on a product-by-product, country-by-country and pairage basis–that would limit the importation of foreign footwear to levels that prevailed at the end of the 1968 Kennedy Round of tariff reductions.  The Petition was filed with the International Trade Commission on August 20, 1975.  The Commission has been holding public hearings to receive the comments of interested parties since December 2, 1975 …
