Mr. Chairman, Members of the Committee: it was an honor to be invited and is a pleasure to appear before you today to present the views of the Council on Wage and Price Stability on 5.2028, the “Competitive Improvements Act of 1975.” As you know, the Council has been concerned with the competitive effects of regulatory actions of both independent and dependent (i.e., Executive-branch) Federal agencies. The Council has expressed its concern in two ways. First, together with the Office of Management and Budget (OMB) the Council has administered the requirement of Executive Order 11821 that all Executive-branch agencies analyze the inflation impact of major regulations that they propose… Second, the Council has on many occasions filed its own comments in agency rulemaking, ratemaking and other proceedings to present its own analysis of the economic impact of proposed regulatory actions …
