On  January 16, 1976 the Council on Wage and Price Stability filed with the Postal Rate Commission in Docket RH 76-4 our views on the likely effects of the Private Express Statutes upon the Postal Service and the mailing public. We requested that the Postal Rate Commission convene a symposium of experts to consider the issues raised in our filing, principally, that the monopoly conferred by the Private Express Statutes might have adverse effects on allocative efficiency and on the internal efficiency of the Postal Service …
