PROCEDURES IN MOTOR CARRIER APPLICATION PROCEEDINGS WHERE FOR-HIRE CARRIAGE IS SUBSTITUTED FOR PROPRIETARY OPERATIONS

The Council on Wage and Price Stability (Council) hereby submits its comments to the Interstate Commerce Commission (ICC or Commission) concerning the petition of Herman Brothers, Inc. (H-B Petition), a motor
common carrier of bulk commodities which seeks the establishment of an expedited procedure for the granting of motor carrier operating authority in instances where the proposed operation would supplant services being
performed by private carriage. The proposal was published in the Federal Register of July 22, 1976 and requested comments from interested parties by September 22, 1976 (41 FR 30229). Later, the deadline for filing comments was extended to November 22,1976 (41 FR 38267).
