The Council on Wage and Price Stability (Council) hereby submits its comments to the Interstate Commerce Commission (Commission) concerning the establishment of expeditious procedures for permitting the publication of separate rates for “distinct rail services.” The establishment of such expeditious procedures is required by the Railroad Revitalization and Regulatory Reform Act of 1976 [4R Act; P.
