The Bureau states that its study represents “a comprehensive and pioneering effort [which] provides the elements and outline of a cost/benefit evaluation program of regulatory functions” (p. 14). We disagree with that contention and lament the Bureau’s not citing and analyzing the extensive literature available on the costs of regulation. In this appendix, we provide a brief summary of some of the recent works by Boyer (1975), Levin and Peck (1976), A1tonji (1976), and Keeler (1976).
