Comments on Corps of Engineers Proposed Regulations: Environmental Consideration

On February 23, 1977, the Corps of Engineers (“Corps”) published in the Federal Register in “environmental series of planning regulations” will establish policies and procedures for reflecting environmental considerations in planning for water–related projects undertaken by the Corps (42 FR 10782). The proposed regulations are designed to: (1) carry out comprehensive environmental inventories; (2) define approaches for describing environmental conditions for biological, cultural, physiographic and aesthetic features of a study area; (3) provide additional guidance fOr formulating alternative plans which emphasize environmental quality; (4) provide additional guidance for environmental impact assessment; and (5) provide guidance Oil the evaluation of environmental consideration of alternative plans.
