1. “The Commission is firmly committed to the full development of UHF television…more than one-third of the nation’s television stations are UHF, including nearly 200 commercial stations and 60% of our public television outlets … We recognize there is more to do.” “We … have … evidence that 6 or 7 dB is … representative of [the VHF noise figure] of modern receivers … “But “[d]ata filed with the FCC … showed an average noise figure in the UHF television band of 12.4 dB.  And the UHF noise figure limit specified in the Commission’s Rules is 18 dB.
