A Report on the Value of Motor Carrier Operating Authorities

The Council on Wage and Price Stablity has studied the value of operating certificates granted by the Interstate Commerce Commission to trucking firms. The COWPS report concludes that the large sums paid for operating authorities suggests that freight rates are excessive. The report also says that tight ICC control of entry leads to inflexible and inefficient route structures. The report was prepared by Milton Kafoglis, a senior economist. A portion of the research material came from correspondence between the ICC and Representative Millicent Fenwick.
