Domestic Passenger-Fare Level Policies and Domestic Passenger-Fare Structure Policies

On August 17, 1977 the Civil Aeronautics board (CAB or Board) issued an Advance Notice of Proposed Rulemaking indicating that it would review and possibly recommend changes in the ratemaking policies and standards adopted in the Domestic Passenger Fare Investigation (DPFI) (42 FR 42229). The Board requested public comments on what changes or modifications, if any, would be desirable in the Board’s DPFI policies. The DPFI was initiated by the Board in 1970 and concluded in 1974. Basically, the investigation resulted in a set of ratemaking policies and standards which the Board employs in establishing the rate level and structure fOr the industry so as to permit the certificated air carriers taken as a group to obtain a reasonable rate of return on invested at the time they were formulated, the DPFI rate standards were a significant improvement over the ad hoc and often inconsistent rate regulation which the Board had pursued in the past.
