Before the National Highway Traffic Safety Administration:Council Questions NHTSA’S Standards for Small Trucks

On December 15, 1977, the National Highway Traffic Safety Administration (NHTSA) proposed new fuel economy standards for 1980 and 1981 model year nonpassenger automobiles. The vehicles covered by the proposed standard include light duty trucks, vans and four-wheel drive vehicles in the 0-8500 pound gross vehicle weight rating'{GVWR) class.  This vehicle category is referred to herein as “light trucks.” The standards do not specify any particular means of achieving the mandated increase in fuel economy though several technological and marketing changes have been suggested by NHTSA.
