Before the Environmental Protection Agency: Proposed Policy Statement on the Alternative Emission Reduction Approach

The Environmental Protection Agency (EPA) has requested comments on a proposed policy statement that would encourage states to permit firms to use less costly means of meeting specified air quality goals.  The Council on Wage and Price Stability (Council) endorses the approach, known as the “bubble” concept, EPA has proposed. In fact, the Council encourages EPA to extend the proposal further than EPA now contemplates.
