The Environmental Protection Agency (EPA) has proposed rules 1 to implement Section 5 of the Toxic Substances Control Act (TSCA)  which require the submission of information and prescribe procedures for the review of such information by EPA before any new chemical substance can be manufactured or imported for commercial purposes. The regulations, referred to as Premanufacture Notification Requirements and Review Procedures (PMN), enable EPA in timely fashion to identify and regulate as necessary new chemical substances likely to pose “an unreasonable risk of injury to health or the environment.”
