Department of the Interior’s Coal-Management Program

Dear Mr. Gregg:

My staff has reviewed the Department of the Interior’s proposed
regulations for a Federal Coal Management program. The attached
memorandum reviews the Department’ s “preferred program” and
suggests that:
1. the “preferred program” may result in
insufficient coal production by the late
1980’s;
2. illustrative calculations of the benefits
of alternative coal management programs
indicate that the marginal benefits of
DOI’s preferred program may be quite
small, or even negative.
I ask that you place this report in the public record for this
rulemaking.
