Dear Mr. Costle:
In my letter to you of October 29, 1979, I identified the concerns on which the Regulatory Analysis Review Group (RARG) was focusing in its review of the Environmental Protection Agency’s proposed regulations to limit effluent discharges from leather tanning and finishing facilities. The RARG now has completed that review, and the outcome is the enclosed report which I request be placed in the public record for this proceeding.
