DEPARTMENT OF EDUCATION’S PROPOSED TITLE VI LANGUAGE MINORITY RULES FOR BILINGUAL EDUCATION

The Regulatory Analysis Review Group (RARG) has submitted a report to the Department of Education on the Department’s proposed Title VI language minority rules for bilingual education. This report will form a part of the public record on which the Department will base its decision concerning the content of the final rule.  RARG chose to review the Department’s regulatory analysis of the proposed rules primarily because they are the first important ones to be issued by the Department since it was established earlier this year. The RARG report concentrates on the techniques used by the Department to identify and estimate costs, benefits, and cost-effectiveness, and suggests information that the Department should develop and incorporate into the final regulatory analysis that will accompany the final rules. This principally involves making use of results of research the Department already has under way but which had not been completed in time for inclusion in the draft regulatory analysis.  A copy of the RARG report is attached.
