Dear Mr. Chairman:
On October 21, 1980, the Federal Communications Commission proposed to relax its guidelines for the allotment of VHF television stations. We understand that implementation of the Commission’s proposal would allow for the creation of up to 139 new VHF television stations in the top 100 TV markets.
